Beautification Commission

PRESENT:         Pat Byrnes; Diane Carlucci; Elaine Dube; Marylee Hickey; Dolores Kehoe; Mary Mourey; Betty Russell; Pat Sirois.

Also Present:    Roger Moss, Director/Park and Recreation
                                        Tim Bockus, Acting Director/Public Works
                
                                
Absent:         Tony Russo (excused).
                       Bonnie Nichols, Director/Inspections and Planning (excused).


CALL TO ORDER:
Chair Sirois called the meeting of the Beautification Commission to order at 716: p.m.


ACCEPTANCE OF MINUTES OF SEPTEMBER 1, 2011  
CORRECTION:  Chair Sirois stated that Dolores Kehoe was EXCUSED for the September 1, 2011 meeting.    
Mary Mourey made a motion to accept the minutes of the September 1, 2011 meeting as corrected. Seconded by Betty Russell.  Approved.


OPPORTUNITY FOR CITIZENS TO SPEAK:              None.   


FINANCIAL REPORT:                                       
Mary Mourey reported that the General Fund balance is $7875 .  Remembrance Fund balance is $520.96.


COMMUNICATIONS:                         
Chair Sirois received the following communication:
-       Arbor Day Foundation information


CHAIR'S REPORT:                                 
Chair Sirois recommended the following properties for June 2012:
-       A property on Scott Street
-       68 Fitzgerald Drive (Coiteux)
-       Business on the corner of Pitkin Street (landscaping – building where the tailor is)
                        

TREE WARDEN'S REPORT:                           
Tim Bockus distributed the report.  Information was included on the clean-up from Tropical Storm Irene. The town is in the beginning process for FEMA reimbursement.

Betty Russell requested that Tim Bockus go to the Veterans Memorial Clubhouse and investigate if the driveway coming up the hill is in need of tree plantings.  This is an area that was discussed previously.  Tim will report back next month.

Tim Bockus further reported that the town is getting a grant for a downtown improvement project.  This will include integrating new trees as well as benches and trash receptacles.  Tim is working with the state forester to decide what type of tree is best for the area.  The grant amount is $125-130,000.
        

OLD BUSINESS:                                                                   
Chair Sirois discussed Holiday Fest.  The permit was approved by the Town Council.  All organizations have been contacted.  She will work with Roger Moss on the brochure.  Park and Recreation will print the brochures.  It was recommended that 8000 be printed.  A reminder to all Commissioners that November 10 is the date to meet at the EHCCC to count brochures for the schools.  Distribution of brochures will take place November 14.

Chair Sirois also had Commissioners review the list of where they will deliver brochures and posters throughout town.
                                

NEW BUSINESS
A.       Nominating committee for Slate of Officers     
This agenda item was tabled.  Next month elections will take place.


OTHER BUSINESS:                                                 None.                   
        

CONCERNS OF THE COMMISSION:
-       Discussion was held on the Brewer Street property and the court decision.
-       There is a mattress and toilet seat on the curbing on Maple Street.
-       A home on Colby Drive has debris in the yard from the storm back in August.


PAYMENT OF BILLS:
        Theresa Godreau (clerk)                                         $ 75.00
        
Betty Russell made a motion to pay the bills as submitted.  Seconded by Marylee Hickey.  Approved.
        

ADJOURNMENT:
There being no further business, Mary Mourey made a motion to adjourn the meeting at
8:13 p.m. Seconded by Marylee Hickey. Approved.
